CODE OF ETHICS
 
The adherence to the highest standards of integrity and ethical principles is significant to the successful performance of all member agencies. The code of ethics must be idealistic and at the same time practical so that it can apply reasonably to all member agencies and their respective staffs. Accordingly, we, the members of the Pennsylvania Council of Children, Youth and Family Services, affirm to the following statement of standards:
 

Member agencies shall protect children in their care from abuse, maltreatment, economic exploitation, malnutrition and unsafe environments

Member agencies shall fully utilize their professional skills in striving to obtain for each child the permanence of a family life;

Member agencies shall provide opportunities for children to learn and develop whatever talents they may possess;

Member agencies shall establish and sustain culturally competent services in respect of the uniqueness of each child's race, sex, culture and religion;

Member agencies shall provide services to only those children for whom their service is appropriate;

Member agencies shall plan carefully and realistically with and for each child, and when possible, with and for the family of the child;

Member agencies shall employ the professional staff necessary to insure that the services provided are offered in a culturally competent manner;

Member agencies shall protect the confidentiality of all matters concerning the child and his or her family;

Member agencies shall not discriminate on the basis of race, color, religion, sex, ancestry, national origin, disability or any other protected status as defined by law;

Member agencies shall comply with all the laws and regulations relating to the conduct of their agency;

Member agencies shall not initiate attempts to bring about the transfer of a child from another agency, nor shall they accept a child without requesting all pertinent information concerning the reason for the transfer and the child's records;

Member agencies shall make available to the public a financial statement concerning the manner and the amount of governmental money received and expanded by them to provide services for children referred to them by the public sector;

Member agencies shall avoid the fact and appearance of conflict of interest;

Member agencies shall represent their services and intentions honestly and openly;

Member agencies shall agree to the external professional review, at the request of the Board of Directors, for determination of compliance with this Code of Ethics.
