  • Responded to a broad variety of membership requests for general information. Provided copies of bulletins and regulations, and other resource documents.
  • Acted as intermediary on behalf of member agencies with various departments at the state level.

Cross systems and funding discussion:
  • Contracting and purchase of service issues - counties and providers. Worked to build communication channels and exchange information.
  • Presented joint training for providers and counties with PCYA staff. Also conducted an educational session for county commissioners focusing on contracting and purchase of service issues.
  • Addressed general funding issues both through traditional child welfare funding options (OCYF) and medical assistance funding (OMAP).
  • Worked to influence appropriations for CW services through legislative contacts.
  • Foster Care rate negotiation with DHS
  • Addressed implementation of HealthChoices in the Lehigh/Capital zone.
  • Initiated quarterly meetings with Allegheny County. Facilitated discussion re: uniform rate process.

  • Worked to develop a presence in each region to respond to regional issues and to ensure incorporation of regional concerns into state agenda and positions.
